What Is the PMS GB Exam and Who Conducts It?

The PMS GB Exam, commonly referred to as the Gilgit-Baltistan Combined Competitive Examination (GB-CCE), is a competitive examination for recruitment to important administrative and executive positions in the Government of Gilgit-Baltistan. It provides eligible candidates with an opportunity to join the public service and serve in different administrative roles. Unlike PMS examinations in provinces such as Punjab, Sindh, Khyber Pakhtunkhwa, and Balochistan, Gilgit-Baltistan does not have an independent Public Service Commission responsible for conducting its Combined Competitive Examination. The examination has historically been conducted by the Federal Public Service Commission (FPSC) under special arrangements. Who Conducts the PMS GB Exam?

The Federal Public Service Commission (FPSC) conducts the Gilgit-Baltistan Combined Competitive Examination under arrangements made for recruitment to posts in the Government of Gilgit-Baltistan. For example, FPSC conducted the GB Combined Competitive Examination in 2017 for posts including Assistant Commissioner, Tehsildar, Section Officer, Assistant Director/Project Manager, and Development Officer. Therefore, candidates should not confuse the GB competitive examination with a provincial PMS conducted by a separate GB Public Service Commission. The examination process has been administered through FPSC, while the recruitment is for positions in the Government of Gilgit-Baltistan.

What Is the Exam Pattern of PMS GB?

The Gilgit-Baltistan Combined Competitive Examination consists of four compulsory papers and two optional papers, carrying a total of 900 marks in the written examination. Each paper carries 150 marks. 

The four compulsory subjects 

  • English General and Essay – 150 marks

  • Urdu General and Essay – 150 marks

  • Current Affairs and Pakistan Affairs – 150 marks

  • Islamic Studies or Comparative Study of Major Religions for Non-Muslims – 150 marks 

Candidates are also required to select two optional subjects, with each carrying 150 marks. The optional subjects are divided into different groups, and candidates must follow the prescribed selection restrictions. Options include subjects such as Political Science, International Relations, Economics, Computer Science, Physics, Chemistry, Public Administration, Governance and Public Policies, History, Gender Studies, Environmental Sciences, Law, Psychology, Sociology, and other disciplines. 

What Does the Examination Test?

The examination is designed to assess candidates' command of English and Urdu, knowledge of current affairs and Pakistan affairs, understanding of Islamic Studies or comparative religion, and their academic knowledge in selected optional subjects. The English General and Essay paper evaluates areas such as précis writing, comprehension, grammar, vocabulary, sentence structuring, translation, and essay writing. The Current Affairs and Pakistan Affairs paper assesses candidates' understanding of important national and international developments. 

Which Posts Are Offered Through the GB Competitive Examination?

The posts offered can vary according to the relevant recruitment advertisement. Previous GB Combined Competitive Examinations have been used for recruitment to positions such as Assistant Commissioner, Section Officer, Tehsildar, Project Manager, Development Officer, and other administrative positions.  Candidates should therefore consult the latest FPSC advertisement before applying because the available posts, vacancies, eligibility requirements, and examination arrangements may change from one recruitment cycle to another.
