This editorial examines the critical role of military and defense cooperation in strengthening Pakistan-China relations. It analyzes how joint exercises, arms production, and strategic alignment have influenced regional power dynamics in South Asia, especially amid growing tensions with India and shifting global alliances.

Pakistan-China Defense Ties and South Asia’s Power Balance

Over the decades, Pakistan and China have forged a relationship defined by strategic trust, regional alignment, and deep-rooted cooperation. Among various dimensions, military and defense collaboration stands out as the linchpin that not only cements their bilateral partnership but also reconfigures regional power dynamics in South Asia. With joint military exercises, weapons development, intelligence sharing, and strategic infrastructure projects, the Sino-Pak defense alliance has significantly shifted the balance of power, particularly in response to India’s rise and the U.S. pivot to the Indo-Pacific. As the partnership deepens, it becomes essential to examine how military cooperation has become a central pillar of Pakistan-China relations and what it means for regional stability.

Historical Foundations of Pakistan-China Defense Ties

The military partnership between Pakistan and China did not emerge overnight. It is rooted in mutual strategic necessity and shared concerns about India. In the aftermath of the 1962 Sino-Indian war and the 1965 Indo-Pak war, China and Pakistan found common ground in countering Indian regional dominance. Over time, these early interactions evolved into an enduring alliance characterized by arms transfers, defense production, and nuclear cooperation. Beijing supplied Pakistan with tanks, fighter jets, and missile systems when Western embargoes limited Islamabad’s defense options. This foundation helped institutionalize military relations, creating a reliable security corridor between the two nations.

The Changing Geopolitical Landscape of South Asia

In recent years, South Asia has become a central theatre of strategic competition involving China, India, the U.S., and increasingly, Russia. Against this backdrop, Pakistan’s alignment with China has grown deeper. The American withdrawal from Afghanistan, India’s growing strategic ties with the U.S., and New Delhi’s assertive foreign policy have all pushed Islamabad further into Beijing’s strategic orbit. Concurrently, China's expanding global ambitions under the Belt and Road Initiative (BRI) and its need to secure maritime routes through the Arabian Sea have made Pakistan a critical partner. This geopolitical reality underlines the increasing military and defense convergence between the two states.

Role of military and defense cooperation in strengthening Pakistan-China relations

1. Strategic Military Cooperation and Joint Exercises

One of the most visible aspects of the Pakistan-China defense partnership is the regular conduct of joint military exercises. These drills, held on land, sea, and air, reflect more than just military preparedness, they signal political solidarity. Exercises such as “Warrior” (army), “Sea Guardians” (navy), and “Shaheen” (air force) have enhanced interoperability between the two militaries. Notably, these operations also serve as strategic messaging to rival states, particularly India and the U.S. Moreover, the increasing sophistication of these exercises indicates a maturing military alliance with shared doctrines and battlefield coordination. It is no longer a transactional relationship but a comprehensive strategic alignment.

2. Defense Technology Transfer and Co-Production

Another core pillar of military cooperation is defense technology transfer and joint production. China has become Pakistan’s largest arms supplier, providing advanced equipment such as JF-17 Thunder jets, air defense systems (like HQ-16), and guided missile frigates. Most importantly, the co-production of the JF-17 fighter aircraft symbolizes the depth of technological collaboration. This partnership allows Pakistan to reduce dependency on Western suppliers while enhancing its domestic defense capabilities. In turn, China gains a strategic ally that helps it counterbalance India without direct confrontation. Furthermore, military technology transfer has also fostered trust, enabling Pakistan to modernize its armed forces rapidly.

3. Nuclear and Strategic Deterrence Support

Though shrouded in secrecy, it is widely believed that China provided crucial support for Pakistan’s nuclear program in the 1980s and 1990s. While both countries deny direct involvement, independent analysts suggest Beijing helped Islamabad acquire nuclear materials, technology, and expertise. Today, China continues to assist Pakistan in enhancing its strategic deterrent, particularly in missile technology and delivery systems. The result is a more confident and capable Pakistani defense posture, which has complicated India’s regional calculus. This nuclear dimension of Sino-Pak military cooperation has not only balanced power in South Asia but also added layers of deterrence that make direct conflict between major powers less likely.

4. Naval and Maritime Security in the Indian Ocean

In recent years, maritime security has emerged as a focal point of Pakistan-China military engagement. The development of the Gwadar Port under the China-Pakistan Economic Corridor (CPEC) provides China with direct access to the Arabian Sea, bypassing the vulnerable Strait of Malacca. For Pakistan, Chinese involvement has boosted naval infrastructure and security. China has also supplied modern naval vessels, such as the Type 054A frigates, to bolster Pakistan's maritime capabilities. Regular naval drills in the Arabian Sea serve not only defense purposes but also aim to secure China’s sea lines of communication (SLOCs). This maritime collaboration challenges Indian naval dominance and contributes to an evolving power balance in the Indian Ocean.

5. Intelligence Sharing and Counterterrorism Coordination

Beyond conventional military cooperation, the two countries have also enhanced intelligence sharing and counterterrorism collaboration. The volatile security situation in Pakistan's western regions and China’s concerns over Uyghur militants allegedly operating in Afghanistan and Pakistan have led to greater intelligence cooperation. China has invested in surveillance technologies and training programs for Pakistani security forces. Additionally, both countries have increasingly coordinated their strategies to protect Chinese investments and personnel under CPEC. This layer of military cooperation enhances internal security while reinforcing the broader strategic partnership. It also reflects China’s growing role as a security stakeholder in South Asia, well beyond its borders.

While the Pakistan-China military partnership strengthens both countries strategically, it raises valid concerns. India perceives the alliance as a direct threat, prompting an arms race that risks destabilizing the region. Additionally, the U.S. sees this axis as part of China’s broader effort to challenge American influence in Asia, leading to increased military deployments in the Indo-Pacific. For Pakistan, over-reliance on China might limit its diplomatic flexibility and invite retaliation from rival powers. Thus, while defense cooperation offers strategic benefits, it also escalates geopolitical tensions and compels other regional actors to respond with increased militarization.

In conclusion, military and defense cooperation is not just a component but a cornerstone of the Pakistan-China relationship. Through joint exercises, arms production, nuclear deterrence, maritime security, and intelligence coordination, this strategic alliance has grown deeper and more multifaceted. As a result, it has altered the balance of power in South Asia, challenging India's hegemony and complicating American strategic objectives in the region. While it offers security assurances to both countries, it also carries the risk of escalating regional tensions. Nonetheless, the evolving military partnership reflects a long-term strategic convergence that is reshaping the geopolitical landscape of South Asia.
